Fish or Cut Bait

The lobster fishing industry has been experiencing a period of significant transformation over the last decade, driven by environmental pressures, changing bait availability, technological innovation and sustainability concerns.

For generations, lobster harvesters have relied heavily on traditional bait species such as herring, mackerel and menhaden. While these bait sources have always proved effective, growing concerns about climate change, fluctuating fish stocks, rising costs and ecosystem impacts have accelerated efforts to diversify and modernize lobster bait strategies. The industry is realizing that bait supply can no longer be taken for granted.

The Department of Fisheries and Oceans (DFO) recently announced a significant policy change allowing lobster harvesters in lobster fishing area (LFA) 33 to retain male Jonah crab caught as bycatch for use as bait. DFO explained that this decision reflects a broader effort to provide harvesters with alternative bait sources while maintaining sustainability standards. The move aligns LFA 33 with neighbouring fishing areas where Jonah crab has already been used successfully as lobster bait for years.

The approval of Jonah crab as bait highlights a larger trend across the Canadian lobster industry — the search for locally available, underutilized species that can supplement or replace traditional bait fish. Harvesters have increasingly explored the use of fishery byproducts, crab remains and processing waste materials to reduce dependence on species that are themselves under growing management pressure.

At the same time, researchers and private companies have made notable advances in manufactured and alternative bait products. Several Canadian firms have continued developing bait formulations derived from seafood processing byproducts, including fish trimmings and shellfish waste. These products are designed to mimic the scent profile of traditional bait while offering greater consistency, longer durability in traps and reduced reliance on wild forage fish.

For example, Prince Edward Island-based Bait Masters has developed and commercialized a manufactured lobster/crab bait that uses substantially less fresh forage fish than traditional bait. Their products have been field-tested in P.E.I. lobster fisheries and shown comparable catch rates to conventional bait.

SuBait Technologies of Nova Scotia has been developing sustainable lobster bait from seafood-processing byproducts. Their goal is to reduce dependence on traditional bait species such as herring and mackerel while using waste streams from seafood processors.

In the United States, particularly in Maine, concerns about bait availability have intensified following management changes affecting Atlantic menhaden, one of the most important bait species used by lobster harvesters in that region.

In late 2025, regulators approved a 20 per cent reduction in the coast-wide menhaden quota for 2026. While intended to support ecosystem health and predator species such as striped bass, the quota reduction has raised concerns among lobster fishermen about bait supply and affordability. Maine officials have acknowledged that maintaining access to adequate bait remains a critical challenge for the state’s lobster industry.

Another important factor driving bait innovation is climate change.

The warming waters of the Gulf of Maine and Northwest Atlantic have influenced the distribution and abundance of several traditional bait species, while simultaneously affecting lobster populations themselves.

Industry observers increasingly recognize that future bait systems must be adaptable to changing marine ecosystems. The search for sustainable alternatives is therefore not simply an economic issue, but also part of a broader climate adaptation strategy for coastal communities.

Environmental sustainability has become a central consideration in bait development. Researchers are examining not only how effectively alternative baits attract lobsters, but also how it influences broader marine ecosystems. Recent studies have suggested that bait contributes significant amounts of organic material to marine environments, potentially affecting the behavior and feeding patterns of lobsters and other species. These findings have encouraged regulators and scientists to consider bait management as an increasingly important component of fisheries management.

Looking ahead, the lobster industries of Canada and the United States appear poised to continue moving toward a more diversified bait portfolio. Traditional fish bait will likely remain important for the foreseeable future, but the industry is increasingly embracing a combination of alternative species, seafood byproducts, manufactured bait products and improved bait delivery technologies. The goal is not merely to replace traditional bait but to create a more resilient and sustainable system capable of supporting one of North America’s most valuable fisheries.

In 2026, lobster bait is no longer viewed as a simple operational necessity. Instead, it has become a focal point for innovation, sustainability and adaptation. The changes occurring today in Canada and the United States demonstrate how fisheries can respond to environmental challenges while maintaining economic viability.

As research advances and new bait products become commercially viable, the lobster industry is likely to become less dependent on traditional forage fish and better prepared for the uncertainties of the future.
